You can't bag plants yourself. There's a NPC in Falador Park that sells bagged plants, and that's why you would need money.

That's not true that many people don't train fishing at 85+ through fly fishing. I've met so many people going for 99 there, and a handful that have achieved 99 while I was fishing there. It's still faster than monkfish even at higher levels from what everyone I met has said.

Yes the items needed to make those armours are tradeable, at least Dagannoth hides are. Dagannoth hides are around 2k-5k each, and fairly easy to find. The other items like Ribcage, Fibula, etc. are rarely sold. I haven't seen anyone sell them before. It would be best to obtain these ones by yourself. EDIT: According to RuneHQ, items like Ribcage are untradeable.

If you're just making arrow shafts for yourself, you can just go anywhere with trees like around Draynor Manor. Once you cut a full inventory, just fletch them all in shafts and that clears your inventory.
