Yeah, GIMP has a path option in the scale tool. Not only that, but you can export paths as SVGs.

It's also used for HTTP compression, and can greatly increase page loading times. Only reason I can see for it being turned off is that is was replaced with something better. If not, then it should probably be turned back on :/ Could explain why I'm experiencing slow forum loading times...every darn single page. >.> I doubt it. I don't know why they haven't turned on GZIP compression either, the database must be quite large by now. It is also recommended by the Yahoo! extension for Firebug "Yslow", I found.

All this could be made in vector, whenever I do a drop shadow in Inkscape I just duplicate the thing I want the drop shadow of, turn all colors to black and blur it to about 3%.
