if they will open travely for f2p they would have to make a new members gate. and as you can see with the unbalance trade update you need 50+ quest points to upgrade your limit. f2p only has a max of 32 or 34 quest points so they are stuck to 3k limit. as jagex has mentioned they can now focus on quest without the rwt gone so they can make at least 3 quest per month! so im think 1 for f2p and 2 for members? right? so if summoning will be for f2p they would have to make the summoning quest for f2p also, or else they wont be able to use it. well, lets just wait.. since it will be released this january
