    Having spent a lot of time in the RSOF tech support forum I'm fairly sure that this is a Jagex problem. All I can say is bug report it and wait for a fix. <_<

    It's certainly an interesting move, should increase the amount of users on the forums. RSOF forum mods are going to have their hands full if people start exploiting the lower level requirement to make spam accounts more easily though. <_<
