I don't think they will release the blood alter until they follow the myreque storyline personally, but maybe thats just me.

The balance is fairly standard for melee (non dds though) dueling, when I staked my stats were spread out in much the same way, although I had much higher prayer, not the most useful thing since I staked prayer off. You find more stakers these days will go for ~70 50 70, and use veracs.

Thats the idea, the death alter is the same, jagex, having learnt their lesson from nature and law runes, wan'ts them to be runner proof. So my guess is next part or the one after will be blood rune crafting.
