I'd go power, but it depends on what you're after. If you're fighting something really easy but with lots of hp, strength, otherwise, probably power.

I'm doing PC, but you could try ogres. They're generally used for power-training, but still good for when you pick up your arrows.

Even though the logs may be used in non-members, there are no maple trees in free-to-play. Either use forums to buy them (without posting, obviously), or use willows/yews.

The oaks at castle wars are pretty close to the bank. Maybe an extra 2 seconds as opposed to willows at Draynor. Plus, don't oaks sell for more?

You don't need for crafting dragonhides. Assuming you're making bodies, you can run over to tan them, and on your way back to the bank, turn on walk and craft them as you go. Agility.. don't really need them in my opinion. I'd assume that they'd be pretty helpful with runecrafting. Persoanlly, I tend to use energy boosters during quests, or whilst doing treasure trails.

If you wish to abide by the rules, you must make the money from scratch(Both drop-trading, and giving items to a friend to give to your pure break the rules). I personally think this is an absolutely ridiculous rule, but oh well..

I'm currently level 80 range, and I want 99 range. At the moment, I'm at pest control to get it. I'm using melee during the games, then spending my points on ranged exp. Just a few minutes ago I spent my first 100 points, and the realisation of how long it will take started to seep in. Now, to my question, should I continue with the way I'm doing it now or powerrange with bronze arrows at ogres? The major reason that I'm using pest control is because of a lack of funds, or a lack of willingness to use my funds on skills. But I'd like to know how much faster ogres are, or if they're even any faster. Also, if you feel like it, you could tell me how many points i need for 99. :)

I'm under the assumption that they stop growing in size once they hit, say, 100k. Anyway, my 27m looks similar tp what I recall 100k looking like.

You could range them if you want, but it only really works if you wait until they stop auto-attacking you. (doesn't take too long) Course, you could also use a halberd if you wished. But to be honest, until you have guthans, or higher defense, I'd recommend you Buthorpe it..
