Maybe goblins in the goblin village? Then guards from 55-65. I don't really like rock crabs, since they are always busy.

Also, if training slayer, buy a black mask. They give you +15% attack and +15% strength against the monster that you are assigned to slay. They cost 400-500k. You can either resell it when you get 70 attack, or make money off slayer drops to bring your money back up to enough for a whip.
