If you are not ranked in total level, you cannot join the hiscores.

 

Seriously, at the bottom of the list I see at least 10 people with 1 total level.

Some of these players may be skillers, I know of at least one, and he is one of the higher ranked F2P skillers, however his total does not show up on RSOF due to the lack of skills to train. The same type of thing happens when new P2P content is released, lets say 2 new P2P skills were released, thats another 196 levels a f2per cannot gain so maybe every f2per with 950 total or less will drop off. It got to this point more than once and Jagex was nice enough to extend the hiscores list so more players would show up, they may do it again sometime ;). Other reasons may be name changes from membership (either RS or Funorb) or their total simply dropped below the minimum level. Generally as long as they have at least one skill ranked we like to keep them on. (even if some accounts haven't been used in a long time).
