And I did have a vintage Sgt's drill hat, but I think I traded it to nick for something cheap lol... All hats can have a level 1-100 and in a rare case 0. Some Vintage weapons can have random levels 1-100 (-regular level) and the rare case of 0. They have no benefits other than being cool.
