I guess since you no longer have luxembourg, that wouldn't be your capital country, so you could pick one of the countries you have to be your temporary capital, I think. I'm just making stuff up here, as the rules aren't that specific.

Actually, you would be taking it from me. However, I can basically help you out if you'd like and help you get a country started. I think these are probably the best that are up for grabs: Japan, Italy, India , and South Africa (I think). The person that owned Holland has gotten a ban (I think perm), so it might be up for grabs too.

Oh and I keep forgetting to mention, I own the Congo now, however all of my African colonies (including Congo) are partially owned by Brazil for the time being. If there's a way to signify that on the map, that'd be good.

Well Scotland is occupied by someone, but they started in Ireland so technically any new person could take it (as with all secondary+countries). But with some open space left (including some interesting countries to use) I would suggest choosing a different one.

South africa posts every couple of days, so I think he's still in. Japan hasn't posted on tif at all in a while, so they might have gone on vacation. I think it was left with a cleaning up india program, and that was 25 years ago in game time, so india should be a good amount better off than it is in real life. A good amount less filth, and poverty.

The Hegemony said you can't take land that is already occupied by another person if you're new. He wanted us to be slow with our conquering in case another person wanted to join and take a specific country, but there's nothing in the rules that everything is available except capital countries.
