The French beat up most of the people in Europe and nearly conquered Russia. The Brits later discovered the Vikings in North America, and they beat them up. Basically what I'm saying is, nations normally don't have to sacrifice production of industrial goods for technology, and your method allows the research of technologies in a comparitively shorter amount of time.
