Ok, so here's the situation of my nation right now:

 

Fighting the US?

Mostly underground, with some coastal cities.

Best mining technology

One unique technology we have is a precursor to the geothermal one. A good amount of our energy is gotten from the earth, though not the extent of the 80 year research one.

The state of our cities is good, the only problem is war, I guess.

Okay, so if each nation starts with 2 production, and another one takes how long to build?

 

My nations speciality will be (!!) Airships.

Here's roughly what my nation is at this point:

 

-Mainly steam-powered, with experiments being conducted on geothermal (the main issue isn't getting to the power, it's using it)

-Unique powerful Submarine Advantages (Cheaper or More powerful/different kinds) far more powerful than a nation that just specializes in subs because my nation has no aeroplanes (that's what I call em).

-Lives Underwater around islands/underwater tunnels in islands/inland tunnels connected to the water

-Amphibious Species/Very good at water based combat and can move through water without transports, but hates the desert)

-Farms kelp and krill

-Hunts whale

-Fiercely protective of territory, and will do anything to seize South-East Asian islands

I'm thinking that all nations start with a standing army and a few ships/airships here and there. Also, some nations would have greater populations and armies than others, at the disadvantage of far worse random events and being attacked more by pirates. What do you think?

Well, I suppose that my nation already has a specialty due to France's powerful air fleet. What types of craft do I have? Just airships? Also, it's not really possible to have WWI-style aeroplanes that are powered by steam (will replace this energy source at a later time), is it?

I'm assuming that both you and Britain would have strong surface naval fleets, though Britain would have a big edge. You'd be able to counter with the blimps.

You could say you have a clockwork plane. They can only fly a short distance (20 miles) before needing to be rewound with a ground based rewinding station or something.

Why would subs be ultra-heavy? It seems to me that they're like regular vehicles. At least they are for me, since I don't need a system to keep them alive (no need to stop water from leaking in).

 

I like the direction you're going for though. I was thinking some nations (like France and Britain) could get twice the number of points, but suffer more random events.

Anyways, my subs are equipped with steam-propelled torpedos which harness the water around it.

We're using a production point system, right? If so, how many points do we start with, and how much does creating a new production station cost.

 

I think all nations should start with equal amounts of points, random events and other stuff. Including population.

Anyways, with France and Britain, they have larger empires, so they should have larger armies and populations. However, they have the fact that they receive more negative random events (mutiny and rebellion). I think that would make more sense.

Well I'm pretty much thinking that France and Britain would have 20, and the rest of us 10. They'd have unique negatives like being raided more by pirates, rebellions, mutiny, religious revolution, democratic fervor, etc etc.

I agree that we shouldn't have equal populations. That wouldn't work with the continuity of the storyline.

 

Also, keep in mind that this is supposed to be very much like the original hegemony game. We didn't have any complex point systems. In fact, we didn't have any at all. Everything was governed by common sense, and the game was very social. Alarms always go off in my head when I hear "points" being discussed on this thread. We tried to implement the same system in Kingdoms (which failed) and Hegemony V2 (which caused problems and complicated things). We don't need a rigid system like that. In my opinion, things should focus more on the social and cultural aspects of the game.

 

As for random events, I can see the reasoning behind having more frequent random events for the larger empires. However, i don't think that mutiny and rebellion (which are the same thing) should be the only negative events, otherwise our nations would be in a constant state of civil war and nothing would ever be achieved. Right now, the United States is having a rebellion in South America, and I'm having economic problems.

Of course we'd have to set a baseline standard first. It's really hard figuring out anything without a baseline. That's why we should just have production points as a baseline to work with, like for example you can tell that a sub is about five times more expensive than a vehicle. Basically a guideline more than a rule.
