Which reminds me, Leon, France, and Kiev take infrastructure penalties due to their recent conquests. My Hlaupari are essentially anti-cavalry units for this campaign, and once their arsenals are complete and the Mongols are dealt with, they will remain relevant with a few tricks up their sleeves. If they acknowledge publicly that the pope is the supreme authority of god on Earth, and they replace their nobles with religious orders, then the pope will give them the money to repair their infrastructures. The nobles would then head off to the Holy land for another crusade. The Pope also makes an offer to France and Kiev, that the Pope will pay their infrastructures if they acknowledge publicly that the pope is the supreme authority (since they received less damage from the wars).
