(Or at least it didn't 3 months ago the last time it tried.) And to answer the original question, yes, 1200 an hour is the absolute maximum as you alch once every 3 seconds. Actually achieving this is pretty much impossible though and you should expect anywhere from 1000-1150 on a long term basis depending on how chatty you are and how much you afk. Going afk and talking to others aren't reasons that make it impossible to get the max exp because you choose to do those. Alching is easy enough that it requires almost no concentration. You can also alch while woodcutting, again dropping the logs, and while mining in the same way. You don't have to do anything special to alch during smelting gold. You can also alch while casting stun over and over for more magic xp and during combat. You can perhaps also alch during other activities such as agility but the question is if that's worth the hassle.
