I've got a spreadsheet up of all the updates between now and 2008 (about 40% of all Game Update Announcements since Classic)
The following, is a list, in alphabetical order, of All Jmods with at least 3 Game update Announcements tied to their name.

I personally think that part of the problem of Jagex updates, is that there's not very much feedback as to which Jmod content deveopers
I mean sure, everybody loves Mod Chris L, and there's always lots of shouting on the RSOF.
But that's not very constructive. And it also lacks a sense of overall awareness.
For Video gaming in general, there is very little understanding of just who is making your games.
Thus! I present you with this list!
Just keep in mind that because an update is listed under a jmod, does not mean they were the only Jmod that worked on the project.

Mod Ash/Ashleigh B

Mod Benny P

Mod Chris L

Mod Dylan C

Mod Edam AKA Seb D

Mod Fetzki - Head of Runescape

Mod Hew AKA Matthew H

Mod Ingrid J

Mod John A

Jonathan S (Moderator Name Unknown)

Mod Liono AKA Lewis M

Mod Mark

Mod Maylea AKA Frederique G FKA Frederique M

Mod Maz/Marion C

Mod Moltare/Alex F

Mod Nancy AKA Nancy J

Mod Paul AKA Paul Gower

Mod Rathe AKA Chris E

Mod Rod AKA Roderick C

Mod Tim C

Mod Trick AKA Patrick N

Mod Tytn AKA Tytn H

Personally,
my top 3 would be:
Chris L, Rathe/Chris E, and Tytn H

And bottom 3 would be:
Nancy J, Maz/Marion C, and Dylan C

Anyways here's the Spreadsheet
And, what do you think?

Mod Chris L is my favourite by far!

Also: he noticed my complaint on RSOF about scroll of life not giving tree seeds back when harvested by the farmer and he fixed it in the next system update.

Chris L and Fetzki are nice. I really liked those little upgrades from Fetzki.

Mod Chris L is my favourite J mod content developer of all time. He's done some seriously epic high level content updates. I hope he stays at Jagex for a long time! He also (bless him) came to fix a serious bug at 5am london time, in the morning over there. I still remember him saying 'and to think I was sleeping just an hour ago' XD. He really cares about Runescape. If I could choose one J Mod to become the next CEO or an increased pay rise, it would be him.

I personally don't know the other J Mods listed here, and what they did, so I based my voting on what updates I like. So after looking at what they've all done, I also voted for Mod Rathe and Mod Paul.

If there was another list I'd vote for Mod Chrisso for best J Mod in community management :-D he's done great work on the rants forums.

What? only 1 vote for Tytn? The Primary developer for While Guthix Sleeps? What is this?

My favorite J-Mod of all time was Mod Hitesh. He got rid of a bunch of forum black marks for me.

...But that's neither here nor there. Can't say I really care about content J-Mods, personally.

I was sure about Chris L and Tytn, but my third favorite was less clear. I guess Rathe has been pretty good too.

The [cabbage]ty ones are more obvious then the good ones. It's like 3-4 out of all of these developers are producing the updates that are actually good. Imagine if the team was half as big but all of the caliber of Chris L. Quality > quantity.

PM me in game anytime

This, sadly. Chris L produces noticeable updates because his updates are actually good content. Most other JMods just do irrelevant stuff.
Also voted for the one who created Nomad's Requiem, and the one who created Summer's end.

Also, Paul Gower.

Why aren't people voting for Mod Tytn..? WGS was easily the best quest I've ever done and probably the most fun I've ever had on RS :o

Mod Tytn AKA Tytn H
Charm Sprite Hunting
A Fairy Tale Part III – Battle at Orks Rift
While Guthix Sleeps (Primary Developer)
Myreque Part IV - Legacy of Seergaze

Given Tytn's other output, I suspect many others, like myself, are giving Paul Gower the lion's share of the credit for WGS. IMO, charm sprite hunting and FTP3 were both huge let-downs compared to the great potential they had as concepts. The Myreque questline is based on interesting ideas, but rambles and throws so many hoops at you that I just go "meh". I have trouble imagining anyone enjoying running back and forth through Meiyerditch.

The poll is limited to 20 options, and neither of those really credit themselves for Content, so i took em out :P.

I just copied and pasted all the game update announcements from now to 2008.
Ash and Paul just didn't credit themselves very often in those announcements

The actual "idea" of the idea is generally different to those content developers, ie; Mark has had the idea for a few more of the ones that you've actually listed as what he's done, at the end of the day, without him being head of content, you'd not see hardly any of the updates you see today, when he wants something he pushes and pushes (nags lol xD).

Mod Ash also did Swan Song and My Arm's Big Adventure. Can't forget those quests.

Swan Song, MABA, and Love Story are three of my all-time favorite quests.

I voted for Mod Ash and Chris L.
