I'm looking to make a final push and collect enough charms for 99 summoning and was wondering what the best way is. I am on a budget, so please nothing expensive like barraging rock lobs. Are chaos tunnel waterfiends still fastest, or have things changed?

Rock lobs haven't been good since EoC I'm afraid :P.

 

Good things to kill are probably dagannoths (cannon + barrage, costs 1.5m/h or so but very good xp in magic, if you feel like maxing that) and glacors. Glacors will give you over 100k summoning xp/h (100 crim + 100 blue or so), and they profit quite a bit, plus the magic xp is rather good. Essentially a profitable version of dags. You do need to kill them seriously - no luring/regenerating after each kill and stuff. Subjugation, arcstream etc., use row, cstaff or vwand+book or treachery+book (ah/virt). Not sure if treachery > cstaff, but the dw 5s magic basic is definitely much stronger than the 2h. Cast blood barrage. To deal with the glacytes, barrage Enduring a few times and finish off with Impact (before the others die from barrage).

Standard slaying brings charms in at a nice rate too if you want a bit more variety.

 

If you've got the tokens/inclination worth investing in charming imp from dg too; takes the hassle out of picking up charms.

Did t7 benefit a lot from the last accuracy tweak or something? Because last time I used t7 on glakkers it splashed so often you often couldn't get the kill before it started to regenerate health after exploding (assuming you killed the unstable last).

T7 worked fine for me last I tried it (maybe 3 weeks ago).

For waterfiends and slayer they are convenient and helpful to the point where it's worth having if you can be bothered to get the tokens (like a days worth of dg). For things like dagannoth and the abyss when you're barraging they're an absolute godsend. I would never go back to barraging dags without it.

Of course it isn't "necessary", plenty of us gained 99 summoning before this existed. However now playing through on a second account, and having one, it's definitely very, very handy for slayer. It's amazing.

Completely off topic here, but has there been any study done whether the dw basic actually benefits overall dps? Channeled basics are quite bad at generating Adrenaline, last i have heard

It benefits overall dps because you only need enough adrenaline to use Wild Magic and Asphyxiate when they come off cooldown :).
