The commands are disabled for regular users and p-mods, so only j-mods have access to this. I saw this used in private servers, but I know for a fact that the private servers are un-compiled runescape cache files, and these commands are in fact built into the game. Its not visible so that players don't see and so they don't look like idiots trying to do it themselves. Only works for jagex.
