I think Conquest has, for better or worse, perished. Have you considered trying Pest Control instead? That's somewhat active, on one of the active worlds anyway, and you can earn Commendation points there to upgrade your Void :).

The Soul Reaper tasks, are, unfortunately, rather notorious in terms of giving bosses that are too high for your level. You will still get the Soul Reaper credit if you do a small part of the damage, so maybe tag along with someone who wouldn't mind helping out?

Why? Probably because that's less likely to break if you change things around later, just sound programming practice. On the other hand since it's a blog and not a corporate/professional website I don't see that it would be too much trouble to patch up should that occur at some point o.O.

RuneScape Wiki says "Morvran will ask the player to slay a group of bosses once" (emphasis mine) and I think they are referring to you having to get one kill on each boss, not that Morvan will only assign the special challenge one time. Given that it's required for the Completionist Cape, I have a feeling someone would have complained and gotten it fixed if there was only one opportunity to get the challenge ever. So yeah, you can cancel it without penalty and you should get it again some point in the future. Edit: looks like it already got answered while I was typing, cheers :).
