with the release of the dragon full helm seems that it won't be long. Buy Them? Buying an item doesn't change how rare it is to find/get It still stands i find soul runes the rarest to get aside from this alter. My bank has stacks of ever rune in the only ones missing are the occasional element or laws as i use them alot, but I've only EVER had 3 souls runes b4 this alter. (I've only ever bought nat runes) buy from rune stores, the stocks in the mage guild are usually full, so they're actually quite easy to get if you aren't looking for 20k of em.
