kulma.ath.cx or whatever is a site for private servers... they go there to find the ID's for the items/objects/NPCs to spawn. None of that is runescape related, the private servers have POHs, thats what its for.

People are saying "Well duh the autoers didnt have phats on them, why did the price go up" Jagex have begun the IP banning phase. They're sick and tired of new bots, macros, etc coming along and [bleep]ing up their game. They ban accounts by what your IP has been logged into. Say a friend came over your house and logged onto his account at your house, all of his accounts and all of your accounts would be banned. Hope that clears up all the speculation.
