Depends on your budget. I wore Ahrims, Mystic Boots, Cooking Cape, Mage Gauntlets, ANTI FIRE SHIELD (don't forget it) and an air staff Substitute the Ahrims for Mystic, the Cooking Cape for a God Cape and that should offer a good budget setup for you.

I was a similar level when I did Iron Drags. A good setup I used was: A few sharks (normally four along the bottom row) just in case your antifire runs out when your not looking/hit's a melee. Anti Fire pots (obviously) I took about eight, no point cramming your invent with them or you got no room for drops. An Ardougne Tele. Quick way to leave to restock. Also can be used in emergencies. 1000gp. Covers the cost to get in and is used as a placeholder. Alching runes. I had these to alch things like rune stocks, random weapons, armour and the like which enables me to stay down there longer. This is why I have the coins as a placeholder. Fire bolt Runes. I casted this while wearing Magic Gauntlets (Family Crest Quest) to cast well on a budget. Hits upto 14 or 15 and is better than blasts, because it's cheaper and still effective. I hope this helps.

Yes, Black Mask is great, can't believe I forgot it, makes you rip through those slayer tasks with ease, it adds a +15atk and str bonus, remember it only works for melee though not mage/range.

I can't see where your lagging then, that's a great speed with a low ping, my net is much slower than that and I used to play RS/surf with little lag. Must be something on your computer then, I point to adware/cluttered hard drive/memory hogs. Hit Ctrl > Alt > Delete and see what is running. Use common sense, but any NON SYSTEM PROCESS running is normally fine to close. Look for ones using lots of memory and close them off. You've got to use common sense, head to ProcessLibrary and search in some of them and it will tell you what they are and you can them tell if they are safe to close off or not.

Even using SwiftSwitch, you shouldn't be making much lag in your network. I'd say wait for those scans to come in and see what they return. I'd take Junky's advice and clear your cache/cookies. What speed is your internet? Head over to Speedtest and report the findings back here as long as what speed your internet is supposed to be.

Needed for Slayer: Food (task dependant, normally required.) Armour: Depending on your budget, you can go many ways. A set of Torag with a whip always worked for me, and was fairly cheap to get. Guthan's with a whip/spear setup is great for Slayer and eliminates the need for food, but is quite exy. If your really on a budget, then rune with a dragon weapon/whip should work fairly well, just may need more food. Monster Dependant Items: Like Earmuffs for Banshees being an example. Your Slayer Master will tell you if you need to take any equipment like this, which can be purchased from any Slayer Master. Slayer Gem: Very handy, used to check how many you have to kill and tips about your monster. Bones to Peaches: I found this spell quite handy, it is restricted to monsters that drop bones however. (You don't really need this much though)

With the bot removal, I've heard the numbers at F2P willows have been MUCH lower, so you should get close to about 45k xp an hour.

I'd help out the couple and postpone your party. Real life comes before RuneScape and those people deserve help and it seems like you are good friends to them and it would probably mean a lot to them if you helped them out. Waiting another few days surely wouldn't hurt that much. The other option is, get 99, buy the cape and enjoy it with yourself for a while and then have a party a little later on to celebrate the goal. That way, you get the cape earlier and you can still have a party later on.

RuneScape won't bring about a huge lag, even when it's running I used to surf the net and play and my dad could use his computer on the 'net with no problems. May be a bit of spyware/adware. Download Ad-Aware and run a scan, that should clean things up. Do a Virus Scan as well to be on the safe side. Also, try cleaning up your hard drive. A cluttered hard drive may slow your computer down, but it won't affect the network at all. I can't see RuneScape slowing down your entire network unless your on an extremely slow connection. If your dad has a Masters in Computer Science, surely he'd know a bit about network traffic and lag. :-s
