No he isn't, he had 90+ str etc. before pest control came out.

 

Lowest i've seen are: eat b0ltz (lvl 80 with hp cape), bx fool (lvl 77?) and also lvl 74 with it, although can't remember name. But I've seen lvl 56 with 99str cape aswell ^_^ Kryptic inc, 40att 99str 1def 1pray 45hp.. =D>

I don't know if it counts, but my friend knew a lvl 52? Who PCed about 90 hp then dueled with rune knives at like 60 range and 1 defence 1 prayer. Won like 500m.

 

 

 

Don't say you would get cb lvls before enough points for 90, you can PC without doing any form of combat.

 

 

 

a 52 with 90 HP?? i dont think thats possible if you can PC with low combat stats.

I saw an autoer that was 74 or 75 without a cape on, but he had 99 hp and 99 range at blue drags....if autoers count.
