Sure, this pirate is a lot like Voldemort, but it's also sure that Rabid Jack = Voldemort. The guy in the game have a lot of things different from Voldemort and also Jagex could have got inspiration to him from a lot of other people than J.K. Rowling. The Hitler references in the seventh book are so obvious (muggle-born wizards or "mudbloods" being sent to Azkaban concentration camp, etc).
