Just because it's an internal conflict within a country (or technically 2, if you want to think of it that way) doesn't mean this will escalate into a fully-fledged war.

 

People get so scared nowadays... it's already been established by the UN that WW3 can never happen.

The Republic of Ireland and the North of Ireland?

 

The governing systems and cultures there are both very similar. The main difference is religion, but if you placed somebody from one into the other, they would be able to almost continue as normal.

After quickly skimming the an article on the BBC, it appears this all started over some military exercise South Korea had perform before the incident that spooked the North. The shelling also appears to be over now.

As for an explanation for why there wouldn't be a third world war... Part of what made the first two possible was the fact that most of the countries fighting in it had colonies around the world, who joined in as well. World War 1 was pretty much just European countries fighting other European countries in Europe, the only reason the rest of the world cared is that those European countries owned it and needed to prove who had a bigger [bleep]sphere of influence

If say, mexico, fired into the water off the coast of florida but not actually hit the land what would be the U.S's reply?

Well they wouldn't fire at a Mexican military base that's for sure. There is zero justification for North Koreas retaliation.

Still fairly common. Much of the border area is disputed, and the two countries love to antagonize one another.

Correct. And Kim Jong Il is believed to have cancer, heart problems, and failing kidneys, among other things.
