It's not that uncommon to have Java fluctuate between 50% and 100% (sometimes I reach 120%), especially while playing Runescape. Given the information you described, it's likely that nothing is wrong. The only thing you could do is to try changing the CPU usage in Runescape via the graphic settings. You could try uninstalling and reinstalling Java. However, I am doubtful that this will remedy anything.

The Robe Bottoms would do best, and use a fury and rune defender instead of stole or book. And Soul Wars Cape is hands down the best, with fire cape probably being slightly better than a stole if you have a Zamorak item in a different slot. Their defense is so low as to mitigate the need for a rune defender. I personally bring the Falador Shield 3 for its prayer restoring capabilities and sizable prayer bonus, but a prayer book will suffice. Do remember to take a holy wrench with you as well.
