Fight Caves!
With 20m you can get fury + Bandos chestplate + Verac skirt which is great all-round melee equipment. Otherwise just max attack/strength bonus, neit/ddef/dboots etc. Good prayer-boosting cape would help. Work on finishing the Elder Kiln quest & get a tokkul-zo ring which gives a damage boost vs. tzhaar/tokhaar/tztoks.

Uses for dominion tower items
Spellcasters are totally useless, don't buy them (ok, looks maybe?). Dreadnips will hit tormented demons through protect prayers and glacors while the glacytes are up, but they have low dps. I wouldn't bother for slayer, except for mithril dragons, maybe steel. Goliaths are crucial for solo corp. Swifts are a good switch for Nex along with goliaths, too.

What skills have improved xp/hr (within last 8 months)?
There's microtransactions+gambling now, Squeel of Fortune.

Weapon for waterfiends
I think we've discussed this quite enough now. There's nothing wrong with listing raw information without evidence, provided you post it where it's relevant & you are able to back it up when asked (dps calcs are open to all, Hedgehog ;)). If we had to provide evidence every time we wouldn't get a tenth of the questions answered that we do now ;).

How to do the max melee hit?
I think your biggest problem is finding a monster with sufficient lp. You got the skeletal horror (if that counts, salve-wise) but no other undead monsters with 1400+ lp.

Hex Hunting
Yes, no. I'd break hood myself but that's because the ideal setup (afaik) is plate/hex/bn/p2h, so you'd be sure to immediately get that at 120 dg. If you don't intend to dg past 120, stick with plate-2h & one slayer drop of your choice (hex/hood/bn).

Kiting + Chaotic Uses
@Cheat: mostly right but maul is not a good kiting weapon per sé. The best kiting weapon for the 360s is one that attacks every 4 ticks for example (whip > cls etc.). And maul > cls for Bandos. Cls is good for pvp though.

Tormented demons help
36 kph is alright, but I spy some issues: You have too many sharks. You shouldn't need any. Super prayers are a waste of money. You don't hit enough because of your off-hand, skirt, boots, helmet and ring. You should upgrade to mage's book (arcane spirit shield ideally), Ahrim's or Virtus skirt, ragefires, infinity/virtus hat and tokkul-zo (wealth is ok I guess, ideally imbued zerker). This will get you at least 7+1+2+6+4=19 magic attack, up to 12+5+2+9+0=28 magic attack. Magic is pretty sensitive to attack bonus, but you shouldn't use leech magic. You will not get the full boost anyway. Neitiznot helmet is not good unless you have a steel titan. The only reason you use it is that there isn't a good mage helmet which will hold scrolls (there's fsh which has +3 mage attack and seer's which has +6 mage attack & -5 melee attack). You can also use Storm of Armadyl but it's much harder to do well than polypore, plus you need a few more agility levels anyway. Goliaths are nice too.

How to best utilize my Mad Necklace
It saves more hours on a low-level skill, you got it backwards :P. I'd definitely go with summoning, you will save a good amount of charms and get useful familiars sooner. Lava titans for example (level 83) help a ton training mining ;).

Tormented demons help
If you want to use ranged/melee, use Karil's crossbow instead. Also use rapier + defender instead of maul. Glaiven boots are also better than dragon I think. Magic is faster, but not ganodermic necessarily. Personally I used poncho/virtus skirt/neit. But magic benefits a lot from having a steel titan instead of a unicorn. Overloads are worth it. I suggest reading the tip.it guide, specifically the bits about luring. There's an explanation of the relative benefits of each spot. If you're stuck at 30 kph it may be time to upgrade your lures.

BTS June
PvP update doesn't really affect skilling/maxing/comp cape but it could be very fun so that's good. Fish Flingers currently is a good training method at lower fishing levels, so if they preserve that and improve the high-level functions that'd be good too. Combat rework is... interesting.

What should I alch?
Air battlestaves. But AHappySeeker is right too. Barraging starts at 86 magic by the way.

How long would it take me to get max cape?
Nobody has a calculator for that, so... Broadly speaking: Runecrafting 100+ hours Agility 200 hours Mining 100+ hours Fishing 80+ hours Slayer 100+ hours Hunter 50 hours Thieving 50 hours Firemaking 5 hours Fletching 15 hours Ranged 0 hours (cannon slayer) Summoning 5 hours (charms through slayer) Construction 10 hours Smithing 25 hours Farming 30+ hours Totals 770+ hours, say 800. At 100 hours per month, eight months.

250k XP item
If it works with summoning that's a good one. Agility as well, but summoning is more useful.

farming questions
If you love herb runs & intend to play for a long time, you will get 99 through herbs only. If you love the skill & want to get as much xp in it as you can, then you should farm trees probably. You can fund medium-price trees with herb runs, pineapple+calquat+maple or something. A herb run is ~8k xp with torstol, which will be the bulk of your xp. Juju herbs add a bit more xp. A calquat is cheap and over 10k xp, grows every day usually, but can skip days if it gets diseased.

Becoming a PvMer [+One last little bit of help]
You don't get as much summoning xp as you get magic xp. Maybe 1:2. Waterfiends are pretty fun, but try getting 95 summoning first, it'll help training defence there also. You can get the bit of summoning between rock lobs and 95 with Bork, Familiarization etc.

How long well it take for 99 fishing?
It's a sea troll queen iirc, but that aside... You should do cavefish with admiral pies right now, switching to rocktails at 86 fishing. That is probably the largest profit you can get on the way to 99 fishing, barring effigy hunting @ Nex or something of the sort.

Dung & moneymaking
If it takes you 30-60 minutes to do a medium floor, you need to work on that. It should be 20 minutes or less. As it is, people have soloed large 5:5 floors faster than your fastest med, which tells you something's up. (unless you go for fishing/woodcutting xp too, in that case you would take another 5-10 mins per floor).

It's Super Effective!
If you're considering ape atoll monkies, don't use a degradable body, pernix lasts like 2 hours. No, it lasts for like 60k ticks or something, each tick you hit or get hit it loses 1 tick. So if you're under attack 24/7 it lasts 10 hours, if you're safespotting with a crossbow it lasts 50. Or something.
