Yeah, the limit is 10k and that's all you can buy until those 4 hours are up, period. This was changed some time ago with the excuse that it was a "glitch."

Isn't it quite likely that even a legitimate program could flag at least one false positive among all those scanners? Or maybe I'm wrong...

Most of the time when I look something up, it seems to be correct-and if it's incorrect, whether Tip.It or RuneScape Wiki, there is usually a procedure to have it fixed. I don't really know too much about the Tip.It Crew, but if this is something you're interested in investing a lot of time in, correcting and improving guides might be more beneficial to others than just ranking them. If you don't have a friend who has contact with a Jmod, you are pretty much out of luck, but you can still try spamming their Twitter, Facebook, and other social media sites they use until you manage to draw someone's attention..

You may have to open the interface ('h' key is the default if I recall correctly). Also, those emails may have been fake phishing attempts, so I would just log in to runescape.com and check directly, under account management.
