Buy a purple and a green partyhat and then spend the rest on Herblore. But let's face it, finding 250 Mill on the floor isn't very likely :P

I think you overbudgeted a bit - 99 smithing is a hell of a lot aswell.

Finish 99 Herblore (ballparking 80-90mil after buy/sell....and thats a huge ball park.)
