You make it, by using water runes on a water tiara. Got to 18 smithing and thought i'd never bother with the guy ever again: It's lovely doing stuff I haven't done for like 5 years, and im looking forward to actually using some content that is good but wasn't available when I first started. :) I'll make him a member one day, and perhaps a summoner pure?

All facing me and that guy is just awesome aswell. This one is of every single item from RSC. I didn't make the pic and I can't read who did at the bottom, so sorry. Kinda makes me feel nostalgic.
