If any game is going to reach it it would be D3, I can see RuneScape reaching the 200k mark again but nothing more, 250K tops. If we have been seeing an exponential growth pattern, then it would be safe to say that it's definitely possible. But we've been around 200k for a while now and I don't see it changing anytime soon. It wont rise above that level again unless Jagex does something really surprising to get a new influx of players. A million players... Never. Like said, it's not even physically possible, Jagex would need to spend money to buy 337 more servers. It wont happen, RS peaked already, it's probably going to stay a steady 80-200k then slowly decline over time as other games become more popular.
