Either way it works, we still having the police force and government going out of their way to regulate it. In Amsterdam where prostitution is legal, only 10%-30% (I forget the figure) of prostitutes have papers. That means that the government hardly gets any revenue from prostitution, and they clearly will never be able to control it. I think the Swedish system works best. Since women are always the victims in prostitution, the government punishes the customers. That way, severe risks are given to customers and, theoretically, the entire business would become obsolete. The government has a much better control this way because prostitutes travel, not the customers. However, like everywhere in the world, prostitution will always exist no matter what the circumstances.
