If you talk to them, they say that they're here on business, and that they heard Draynor is a nice place to visit. If you attack them, they'll fight back until you get them to a certain HP, then they say "Uh oh, time to go" and tele away. EDIT: There's also a Suspicous Outsider outside of Draynor Bank, he says the same as the Shady Strangers. He also teles when he gets to a certain HP.
