They update every Monday, yesterday was a Bank Holiday in England, which means that office hours are technically closed. It's like saying we haven't had a skill introduces since Slayer (excluding farming, because some[or the majority of] people don't like it). Give it a rest, the update will come out when it's ready. If it came out now with bugs you'd be saying "More bugs? Jagex are really dropping the ball!" It may not have been a new update, but there was one.
