I looked at the stamps my self and I think its just there for fun to show how "difficult" it is to get the letter to that npc.

Yeah but the Dagannoth kings are only like 59 gp and the Barrows guy is like 22.5 gp or something...

I wouldn't mind if we were able to send messages to off-line friends and that they can pick up the messages as soon as they log into the game.

It is purely for decoration, I would highly doubt Jagex introducing a new mailing system.
