They already do, the admins/super mods at least. And 4 is about the maximum we can have if we want to prevent spammers, which, obviously, we do. Unfortunately there is no known usergroup based dynamic pm permissions for PHPBB3. Maybe if I request one on the PHPBB forums? TIF has quite a bit of leverage there.

Would the administrators mind making these promotions a regular event? I haven't seen so much activity in one night on forum updates & suggestions for months. :P

Yeah, I noticed that while going through some PHPBB stuff a while back. (In the template files) It's your browser rendering the HTML incorrectly, I wouldn't know why.

I would say that we have everything covered already, any real world rants would belong in OT. And again, simplify, simplify. A forum divided into a million little subforums is stupid and generally doesn't work.

When you create a poll on PHPBB3 there is a checkbox, that if checked, allows a voter to change his/her vote. So it's just a matter of remembering to check the box, I suppose. But it doesn't entirely withdraw your vote.

Seeing as I have heard that you can get a virus in a normal image, (Might have to be as an email attachment, I can't remember) I wouldn't be surprised really. You do know what PDFs are, right?

^I think that is because it is saved as a .GIF, that the indexed colors make them look pixelated. This could be solved by saving the original animation as APNG.
