Yes the offical chat is much better if you don't like the clan chat flooding your ingame box.

It's usually on 'On' but I change it to friends if I get too many unknown Pms.

I'd probably use it on skills, maybe a partyhat.

What you are suggesting does not really match. I highly doubt there will be one released soon. If there is one in the making, I'd probably say it is at least 6 months away. Of course I could be wrong but I think you are heading in the wrong direction.

To start, the zeros changed in people's names a long time ago so this update had nothing to do with scammer's names. I do think the new zeros look bad in the skill page and quite honestly, it was pointless. But I'm sure we'll all get use to it in the next few weeks.
