You can't. I've already tried - you need to catch in the fishing trawler, where potions doesn't work.

Do a ton of quests to get to know the new areas etc. Tip.it has some very good guides, should you need it.

I have no idea, but I'd shoot for rigour, as +30 ranged bonus and degrading weapon probably is outperformed by a lot range accuracy, strength and a lot of defence. (is it +20% ranged, 25% def?)
