Firstly, you are not a noob, or poor. You are definately in the higher half of rs players both money and skill-wise. Anyways, the conventional money-making methods should work, but finding your own way is always better.

With stat-boosting pots, the boosts decline over time. Say one dose raises your attack level by 10, and every minute it goes down by 1 level from the boosted peak until it goes back to your normal level. In this case, it would last 10m. The amount it boosts your skill by is how long it will last.

Technically, you could get 99 con w/ only spending 1k. Buying the house, picking up the planks from the plank spawns in port kazard and the wildy, and making your own nails. Nobody actually does that, but it's still possible because you didn't add the word feasable in your first post. Anyways, you could spin flax if you don't care about time (15k/h), but you'd probably die of old age before you got 99 crafting off of that, and for smithing you could smith.. I don't know, do steel bars still make a profit? Yes they do. You could do that.

Don't worry, I was faced with the same prospect after I died in the abyss with it. It's easy to kill the zombies, get the axe, and chop the tree (you don't need to fight the spirit again).

No. Never. Skillcapes are a member's thing, and as the above poster said, they are not coming f2p. In order to become f2p, they would have to make all the skillcape sellers f2p, and that would be a large chuck of the membs area (3/4 of the world map). *yay, I make perfect sense!* see below.

Yes. Cannon them in the lighthouse basement (horror from the deep req) it's a 20 minute task, and the 40-odd k from snapdragon seeds add up. The 1k cannonballs that I took didn't last me the whole task, so buy 2k-ish, and set up your cannon by the ladder so you don't steal all the dags (and be flamed by everyone).

A budget would be nice.

Void, Ranger boots > Snakeskin boots, Rune Crossbow, Unholy Book, Broad bolts = Addy bolts > Mith Bolts, Accumulator > Fire cape. With your budget, you should go for snakeskin boots (17k) rune C'bow (10k) unholy book (+8 to all offensive stats), broad bolts are 60-ish ea, and are equal strength to addy bolts (55 slayer req), and the accumulator for picking up your arrows (animal magnetism req).
