DG Binds
At that defence level the plate doesn't do anything. Get a rapier, break that for a hood once you can. A rapier is better on zombies, shades etc. in larges as well. If you are a vesta pure I suggest getting 80 attack and becoming a chaotic pure, gorgonite weapons are quite a step up :P.

A Possible Actually Useful Use for Vengeance Group!
Being able to damage up to 50 targets = use boost pot share on dagganoth, get hit, veng, 2 minute dagganoth tasks? Though if it works in single combat, you could actually try that on Kuradal's steel dragons, letting your antifire run out?

I know, it's more of a general statement. If you are not getting turmoil (quite understandable), you should use piety and eagle eye unless you want to deflect Jad. Deflecting would be quite slow, as you also lose time on the caves themselves. For ranged weapons for Jad, the order is hand cannon > kxbow on task and hand cannon > kxbow=ccbow off task (if using void, the added 71 ranged attack is rather neat). Since you are 99 firemaking you shouldn't be using anything but a hand cannon.

Summoning
If you can get either turmoil, or overload, or extremes + 40m, I'd go with turmoil. If you have the money for extremes, get it. Which means that above situation shouldn't really happen unless you get a large purse thrown your way. It's hard to rank usefulness of summoning vs turmoil vs overloads, but for slayer I would say turmoil > yak > extremes. However this does not take into account the gathering of the charms (which is faster with extremes of course) nor the cost of turmoil vs the cost of extremes.

Quest Priorities
Blood Runs Deep requires 75 prayer, quite worth it. Of all those quests, the Temple at Senntisten isn't very useful for you, until 95 prayer at least. Do No Evil and Legacy of Seergaze make respectively kalphites and bloodvelds good slayer tasks. Nomad's Requiem is very useful if you do not have both a fire and ardougne 3 cape (for slayer) and always great for bosshunting.

Don't bring ranged unless you feel uncertain about Jad. If you have good gulega experience, just melee Jad as well. Your ranged level is much lower than your melees. Use your regular slayer gear, Bandos or barrows, rapier, defender, soul wars cape. You will only really need 4 brews, maybe 4 restores, 2 pure sets + eee for defence and the rest prayer. Curses would not be better than prayers in this case, but if you can get turmoil it's obviously a bonus.

What's the fastest way to kill Black Demons? And a RoW question.
Cannon + melee in taverly with a yak is most profit and most kills/hr and most charms/hr and most effigies/hr. Though due to cannon half range xp I'm not sure if it's best xp. ROW gets better the more of your dps is from the cannon, but I don't think the effect is very useful. Any link with extremes is just nonsense however.

Sacred clay harpoon and shark gloves
Take old xp/hr (e.g. 10k) Multiply by (approximately) 3. Multiply by 1.2 for urns. 36k xp/hr. BUT I don't know whether urns stack. Time spent gathering tools and gloves not included, the actual xp/hr is probably more like 20k lol.

Barrows
Getting 70 ranged and magic is crucial. Your prayer level is also low (which does not really affect your combat performance, just the number of chests per trip you can do). You can't tank the brothers very well I think, 70 defence will help a lot. Other than that, 82 magic will give you ice blitz instead of burst, which freezes for 5 additional seconds.

Farseer & EagleEye Kiteshields
The first shield you got wasn't worth is much already :P. The dungeoneering shields pretty much replace dfs, arcane and spectral. If it's easier for you to get dg shields, get them. Most people will get dfs much faster though, being much cheaper.

Slayer
Assuming you are slaying with a cannon to 99 defence/ranged and slayer, I imagine it should give you charms for 99 summoning but only if you do some tasks such as wyverns, waterfiends and black demons. If all you do is dags/hellhounds/spectres/mutated bloodvelds etc. you won't get there I think. I would not use your effigies right now as you do not have the ability to profit off them as much as you could. That is unless you know for sure you shall never ever skill. I would personally use the WGS reward on summoning as it is fairly slow to train, taking everything into account. Prayer and herblore are much easier. Then again it depends on the money supply you have.

Herblore
Use 3 spices on a stew. There's a really annoying delay, you can't use more than one spice per second even if you can click that fast <_<. Drink a random stat boosting potion, eee/dbaxe spec etc. Wait for the boost to drop by 1. From that point you have 60 seconds to boost & log. I personally drink only 3 stews or so (can only prepare one at the time). If you get the boost, log. If you don't, drink another or wait. If you get a negative boost larger than 1, use a spirit leech scroll or super restore potion to restore.

Summoning
Ancient cavern fiends are 130 crims & 80k melee xp per hour off-task (maxed setup save a fire cape). Black demons are 50k ranged 70k melee xp and 120 crims but drop a lot more golds. They also lose money without a yak. Wyverns are 140 crims (didn't note the xp, it's pretty low) on task, so probably less off, and they lose money as well, without a yak still. CT fiends are 180-190 crims, less with an iron instead of a steel, break-even. Mauling wyverns is a really bad idea unless you got a torva piece, in my opinion. However if you have both maul and cls it may be viable to use a maul and switch at low health to soul split back up.

Sell the bgs and get (depending on what you have) a fury, berserker ring, or maybe invest in some skills.

Complete Slayer Guide
Well unfortunately there is something with quick kills - you need quick spawns, and lots of them. With only two spawns available, torts are simply too slow to be of any use.
