Yes it does. Approximately every 400k, you get a random. You've got no frequency to compare it to with the old system, and you don't need anything. What you need to do is stop getting so worked up about the most trivial and asinine details.

Don't forget that you can use crafting potions to boost 3 levels, so it's not strictly necessary to get exactly to 89.
