  1. If your construction level is 1, then you'll need to hit a checkpoint first on your way to 69-75 Construction. That check point is level 15 for Oak Planks. Oak Planks are the most cost efficient way to level up. To get from level 1 to level 15, you will need 84 Normal Planks and a decent supply of nails. I would recommend Iron or better for nails, and it never hurts to over compensate, since you can use any extra nails for Brutal arrows in the Zogre Flesh Eater quest when you get to that point. From level 15 to 69, that will require 11,094 Oak Planks. Making the planks yourself will cost 250ea, which would total 2,773,500. Buying these same planks would cost 4,437,600 (400ea). When possible, you'll want to start building Oak Larders using the best butler you can (especially when you get level 50 construction for a Demon Butler) and have your butler bring you the planks. As people have mentioned, you can make items 6 level above your current Construction level using the Crystal Saw from the Eye of Glorphie quest and by drinking tea from a Gilded Porcelain Cup (Teak Shelves 2). You can make this tea yourself rather than having your butler make it for you, and it will provide the same effect.
  2. As far as I know, it's always been 60 seconds (which I admit is rather annoying when I'm trying to make two posts in adjacent topics that only require 2 sentence responses). My personal opinion is that it should be 30 seconds, however it's not my job to decide what it should be at and I respect Sith's and the rest of the Administrator team's decision for the flood limit.
  3. This sounds like an issue with your modem, or your internet provider. You'd have to talk to them specifically to get the problem fixed.
  4. As far as I know, these came with a new ad system that we are testing on the forums. While they can be slightly annoying, they pose no interruption to your viewing, and are simply there to help us keep the site in operation. I'm sure that this minor inconvenience is better than asking Jagex to shut us down for not doing our part to remove rule-breaking advertisements. Besides, these new ads appear rather infrequently (as you attempted to point out) and are usually only 1 or 2 per page. As stated, these ads are working on a trial basis and if enough complaints are made about them (won't make any guarantees on this), the person who works with our Advertisements may attempt to do something to fix it. In the mean time, if you have a problem with these ads, just attempt to ignore them as they don't interfere at all until you hover your mouse over them.
  5. As stated before, all of our items remain the property of Jagex, and we have no legal right or ability to sell it for real world money or services. Those who do so are not only breaking local Runescape rules, but potentially many legally binding Goverment laws, which could potentially land them jail time. As for the issue of taxing a video game commerce, I think what it's referring to is games where you must pay money for extra content. Examples would be for things like with how Gran Turismo 5 (or one of the upcoming Gran Turismo games) for the Playstation 3 will work. For that, you will receive the disc, which already has everything on it. You will be required, however, to pay money to unlock some of the content. It's that transaction that I think they are referring to.
  6. Looks like a couple of variables were mislabeled and got changed for that particular part of the Bank access... Either that or you had lag and that was the template layout Jagex used to determine stuff.
  7. Itsjustagame... Enough. You've made your point several times, and I have conceded to it. As for an actual on-topic response, I've killed about 50 Blacks and the best I've gotten was an Adamant Platebody, so I'm not exactly the luckiest guy...
  8. People usually don't like Sub-Forums because it can draw an unwanted attention to it from a different group. For example, the Debate Club sub-forum is designed for civilized discussions, but because it is a sub forum of the Rants forum (which many people think of as very uncivilized), many people who might go to it are drawn away by the thought that the association with Rants means that Debate Club is immature. Sub-forums are usually used to help organize areas as well, such as Help and Advice. These sub-forums, however, can actually become more of a hassle if people are ignorant of their existence and simply post where they feel like it. That is why many times, we find topics in the main Help and Advice area that can directly be linked to a specific sub-forum. Because of this ignorance, it can make it harder on Moderators, so a decision to remove sub-forums may not just be for aesthetic purposes, but also to ease stress on the staff who must manage those boards.
  9. With all options for receiving a prize in Barbarian Assault (be it in skills or items), you will spend these points. So if you spend points on leveling up a skill, you will have to re-obtain those points for the next skill or for obtaining the Fighter Torso.
  10. Upon completing the quest, you do not unlock any new locations to kill Black Knights. The two most popular places to kill them (I think the only two for that matter) is the Black Knight Lair in the Taverly Dungeon past the Lava and Poison Scorpions, or in the Black Knight's Fortress used for the quest of the same name.
  11. I wouldn't think they'd have a problem with it. They profit an extra 5 cents and I doubt they'd complain. However, as a personal preference, I would highly recommend that you attempt to get a Pay-by-Card option at your first opportunity. It is much more reliable and less vulnerable for someone at the mailing plants to look in your envelope, see the money, and pocket it rather than it going where you want. Credit Cards are also cheaper to pay for memberships with Jagex.
  12. In your Skills hall, you can mount a full set of Mithril, Adamant or Runite, but only if your Smithing Level allows you to make the full set. You can also mount a full set of Castle Wars armor (of any kind) on a seperate one in your Skills Hall. Those are the only armors you can mount in your house. All other armor must go into your Costume Room, and this only includes certain pieces of armor that Jagex has chosen.
  13. The pop ups sound like either an Adware problem on your computer or Norton might have had a built-in pop-up blocker that was removed by uninstalling it. For the pop up issue, I use Firefox and I downloaded the Adblock Plus extension (available from the Firefox site itself) and it takes care of almost all pop-ups except for 1 or 2 on a rogue site... As for the audio problem, make sure that all your audio devices were connected properly and that no one changed a setting on them without you knowing. I don't own an iPod so I can't exactly help you any more than that.
  14. I completely agree with this. I've become so good at typing that even when I misspell "the" as "teh," half the times I backspace through two entire new words just to correct it as it bothers me so much that I made a mistake. I don't mind people using certain abbreviations when they're trying to fit a sentence into one line that would just barely be over otherwise, but when people talk completely in abbreviations, it does get annoying because I have to take the extra time to decode their abbreviations. I think I'll start taking after Roberthree and just ignore those people who talk in full abbreviations...
  15. Alright folks, I'm going to end this argument right now, and my apologies if this comes out in a slightly nasty tone. I made a statement about how to get Oziach to tell you about the Draconic Visage, making note that I (not necessarily Tip.It) was under the impression that it might be required to activate the drop. Apparently people have found this to be contrary, and I will gladly retract my statement about this. Now enough with the arguments about my statement or I will not hesitate to ask a Moderator to intervene due to this starting to turn into an argument.
  16. I'll let you know this (the person claiming I'm spreading false rumors), I've posted this on my own free will completely separate of advice or recommendations of the rest of the Tip.It Crew. If you feel that I'm spreading false rumors, that's fine, but it's not Tip.It that's spreading them. Also note that I said that this was at least partially true. This doesn't mean that it's confirmed that you need to talk to Oziach about the Visage, but for those people who said that they talked to Oziach and he told you about the Visage, this was explaining how to get him to talk about it.
  17. For those of you who are having trouble getting the Visage, try this... Many people have been saying that you need to talk to Oziach to get the Visage. I think this is partially true, and to get him to talk to you about the Visage, talk to him while WIELDING an Anti-Dragonfire shield. Eventually, he'll bring up the Draconic Visage and you'll get the option to "go look for this visage." EDIT: It has been confirmed by Mod Ash that you DO NOT need to talk to Oziach to get the Draconic Visage drop.
  18. First off, this should be in Forum Discussion. Website discussion is for the main tip.it site. As for your query, either you don't have cookies enabled (although I don't see how this would do anything, it's still an option), you aren't hitting "Save Profile" at the bottom of the page, or your signature is either too long (255 characters displayed), too large (30kb or less, 450x175 or smaller) or has too many lines (5 or less).
  19. I actually have myself a small little phpBB board that has like 10 or 12 members that we use as an external board for a group from another board... Long story short, there is an Administrator option that's readily available that allows you to set the colors for certain user ranks. I don't personally know what the problem is, but it sounds like somehow the option for us crew that gave us our own color was somehow disabled and they're just trying to figure out how to re-enable it.
  20. Jagex rarely posts updates about major bugs like this would be. If it were fixed, it'd have to be found out by testing whether it still works. I doubt we're going to be hearing about this from Jagex on the front page or anywhere like that...

Regarding the General / General P2P merge and people complaining about "crap topics" that would simply take up space, there's a somewhat easy solution that I think someone brought up among staff when talking about "natural selection" among topics. This idea would be a bump limit. The issue in question was that if/when natural selection took place, the creator of the topic may think that their topic was ignored and want to bump it. The restriction that I feel should be added is that a topic can only be bumped once per so many posts (10 or so) and any bump from a topic beyond page 2 or 3 must be a contributing post and not simply a "bump." The first restriction would prevent those who were hit by natural selection to continuously bump their topic. They could make 1 bump before 10 posts are made IF AND ONLY IF the topic has fallen off the first page, but after that, the once-per-10-posts limit should be enforced. The second restriction would prevent people from meaninglessly bumping old topics that hold very little relevance to today's time. Of course, anyone violating these restrictions would first get a warning, then their topic would be locked, then temp ban or whatever other punishment would be appropriate.
  22. I tend to prefer to do Power-training on Spotted and Dark Kebbits. Bury the bones and drop the furs and you can usually get through an entire load of 14 kebbits in about 1-2 minutes.
  23. I doubt Guthans would do you any good. The things only have 15hp and could easily be 1-hit killed by almost any weapon. With how often Guthans lets off its effect, you won't be getting much hitpoints from them. Just stock up on lots of Prayer Potions and get the best prayer bonus you can, and make sure your prayer NEVER hits 0.
  24. It's used to access the Phoenix Gang Weapon Store from the Shield of Arrav Quest. You need the key to obtain 2 Phoenix Crossbows to give to a Black Arm member. Afterwards, it's rather unnecessary.
  25. I would think this would fall vaguely under Encouraging Others to Break the Rules. This could also be considered Entrapment, in which someone encourages someone to break a rule and then busts them for it (such as a Police Officer encouraging someone to get severely drunk, then go drive a car). Long story short, it would be in your best interest to probably stop doing that...
