It's amazing how much you can learn about JaGex by simply having a little bit of laggy internet.

I think its part of the 'class clothes' when you create a new account now.You get to pick a style (slayer,herbalist,mage etc...) that gives you a base set of clothing,I think that the staff is just for show on the mage class clothing,once the account is created I believe it dissapears.

Priest has a book, herbalist has a vial or a mortar+pestle or something. I painted some stuff and put it on tumblr
