He must have some form of super-decoder to crack all those passwords in one day, unless he has been doing it for a long time previously. 750k accounts would be he would access just over 8 accounts a second for the whole 24h. To be honest, i don't really get what he's doing, is he just saying he will access all 750k accounts on that day? if so i'm a large nay-sayer. I remember the exact spot i last logged into runescape at, and the exact IP, so I will tell you new years day if it was a hoax or not. Want to be my friend?
