Skeles in ape atoll are probably the best, tragically completing MM actually means you can't use this area as a pure; while you can if you don't complete the quest, it's backwards I tell ya. Black demons in taverly, fire giants, wallasakis, ghouls, 90% of cannonable slayer tasks... All good choices. All way better than rock crabs. When they do so, they get access to that casket's stock, which is a selection of the special runes. They then buy only the nats (at a discounted rate) and everything they don't buy goes to the shared shop stock. In real life MMO you don't get 99 smithing by making endless bronze daggers.
