Slayer: What tasks to you block/cancel?
I like metals now, chaotic weapons rip through them with super antifires. I also don't even mind kalphites. Just go to a full world, and then you can pretty much afk. Black demons are long, but really good slayer exp at about 38k slay exp/hour with steel titan. I block waterfiends - slow, don't need charms. Hellhounds (but might unblock now with new place) Greaters (not enough hp, crowded, single combat)

First Arma Hilt
10/10 for drop... but shouldn't tele out and ditch the team. You won't lose hilt on death or anything.

You are crippling your self ridiculously by not using rings of dueling. Use them.

I've gotten a few from black dragon slayer tasks. Not that rare, black dragons are just slow to kill (without super antifires)

Ice Strykes
How do you only have 300k to spend with such high stats? o.o Anyway... just wear mystic robes or whatever and fire surge them. All you really need is prayer pots to protect from magic. You should take no damage as long as you pay attention and don't get hit by their special. I like to take enhanced excalibur for that just in case. Probably worth it to bring some extreme magic potions too.

How to complete Dragon Slayer With a Wizard
Well we don't know your magic/defence level, but I suspect you will have a lot of trouble maging him. Dragons have fairly high magic defence, and you'll probably get torn apart by melee. Like allisgreat said, you may be able to cast a spell and run, cast and run, etc. and avoid most melee damage... although being a member with antifire potions would help a lot. With melee stats at about 40 it should be easy.

Lots of fail in here. Yes, cast whatever gives the most experience per cast. Corrupt disappear after one throw. Normal morrigan items do not degrade. They act like regular range weapons, with a chance of disappearing each throw.

Primal Maul vs. Prom Spear (p++)?
Maul is probably better DPS on high level meleers/skeletons... but that's about it I'd say.

A game developer forum (with maybe 1/20th of the population of RSOF) that has mostly older and mature users is one thing... an online game with millions of kids is another.

Levelcists
I've had a few fantastic team mates in the 110-125 combat range... but they're the minority. Often people in that range don't know how to do puzzles, beg us to smith them weapons, aren't helpful in combat, and just aren't as skilled. I don't care what your total is - although I do place more value on your dungeoneering level. I'd rather have a 120 with 90 dungeoneering than a 130 with 60. Yes, there are a lot of idiots who are 130+ and have never done any combat outside of wherever they camped to get levels, but generally people who have played for longer are just better at runescape. I've even had a maxed total, ~90 dungeoneering team mate who was just really bad at runescape. (attacked rats while the rest of us piled shades, complained about not having enough food constantly, stayed at base and made full promethium while the rest of us cleared the dungeon...) TL;DR: Most high levels are better. Not all. Unless low level person has high dungeoneering, I'm not taking a chance on them.
