well it isn't bad considering you can evade it by talking to the random event, and the reason it should be 20 is because otherwise, the macros will just take and extra few minutes to raise their hp an extra lvl or two.What about skillers, lets say Zzzamorck is walking around with all his savings showing off his praty hats ect. Hes get the random sloves it gets a 1 hit ko loses everything, same with any one under 20 hp, you'd always lose what ever you had. Sorry but I doubt jagex would ever put this in the game... I agree, if they did that; skillers would get poed. EDIT: Your other idea sounds great though.

Jagex is slowly outdating pures with things like defenders, things that require defence, ect.
