    ember, in the US such a system already exists - the NICS system allows (and requires) all gun dealers to run a person's name through the system before selling a gun, and it automatically determines if someone is allowed to purchase a gun based on their criminal record as well as several other factors.
  2. I like the idea, a lot. Rules eliminating unsourced claims would make for an excellent base in which people could have intelligent debates. It would also keep only people truly interested in debating in the room - perhaps a situation similar to the role playing forums could develop, where people must read the rules before posting?
  3. You would be surprised - generally we are quite quick about it, but such things happen several times a week, not to mention the lower priority spammers which are much, much more common. Back then it was even worse - before the first round of mod trainees came aboard, some mods would wake up to twenty reports that needed to be dealt with, each one of which required forms to be filled out, messages to be composed and reports to be filed.

    Because of his death, it's probably worth something right now, but remember with Thriller being the best selling album of all time, something like 100 million of those records were pressed so it's not particularly rare.
  5. LifeAndDeath is correct about the user control panel. To get a picture from your hard drive onto the forum you need to do a few things. First, the image you want must be hosted somewhere online. To do this go to http://imageshack.us/ and click browse. Find the picture you want on your drive and select it, then hit go. You will be redireted to a page with several URL's on it - copy and past the one labeled "for forums" into the signature box of the UCP, which itself is under the "profile" tab. Below is what my signature code looks like. Once you have copied and pasted it in, yours should look similar.   6. Files that are not part of a program (IE documents, music, movies, video game save files) should transfer just fine, but programs usually will not. You would need to reinstall them, as well as various computer drivers and the operating system. For you, the easiest way would probably to just get an external drive. One like this would work just fine. With 320 GB of space and costing only 100 dollars with shipping, you would not need to transfer anything - just plug it in to your computer and go. If do want to replace your computer's internal hard drive however, could you please post the model number of the computer? It's needed to find a suitable replacement drive.
  7. In my opinon, welfare in general is overused and far too expensive. Even coming from a country with relativley few programs and a low tax rate (the United States) about 2/3rds of the federal budget is consumed by such programs. While some systems are useful, abuse of welfare is so common that a very large chunk of the money distribuited goes to people that are simply lazy, which is not right.
  8. Here is a few tips: 1. Don't skimp on your power supply. Bad ones tend to break, and when a PSU breaks it tends to fry the rest of the computer with it. I have never heard of Apower before, but the best power supply brands include Antec, PC power and Cooling, Corsair, Thermaltake, and several others. Additionally an 860 watt power supply is overkill for a build like yours - a good 600 watt unit from one of the above companies will have plenty of power to spare. 2. I would either wait for Core i5 to come out (which should be in just a few months) or go for a core i7 based platform. Based on the USD to AUD conversion ratio, with a 1500 USD budget a core I7 should fit nicley into your plans. If you want a complete parts list for a good computer that would fit within your budget, look here: http://www.tomshardware.com/reviews/core-i7-sff,2312.html with the monitor it should come to just about exactly your limit, and the computer above would be significantly faster then the one you listed. The only thing you may want to change would be to use a larger case - the above article profiled a small form factor PC, but the parts listed would run cooler in a regular tower case.
  9. not really true. My internet / chat computer can run RSHD on full details with 1 GB of RAM, a 1.8GHZ P4, and a ATI 3650 PRO AGP. If the game is lagging on SD, chances are your internet connection is having troubles or you have too many processes hogging system resources. Try speedtest.net and post the results, as well as a screencap of taskmanager sorted by CPU usage. Finally, you may want to get some more RAM (20 bucks should get you another 512MB, which is plenty for RS).

  14. If you were in Iran, you could potentially get into huge trouble, but in the US? Completely safe. Even if it is illegal (which it isn't) the US government tends to turn a blind eye to those supporting democratic movements in foreign countries.

  16. I agree with oldjoe. In your price range, a Phenom 2 is more powerful. Unless you wish to go with a core 2 quad (against which the phenom is competitive) the Phenom is a better deal.

  18. The bombs DID save the lives of both hundreds of thousands of American troops and many many more Japanese civilians. The casualty projections for an invasion of the Japanese home islands in a style similar to operation overlord were nothing short of massive - upwards of one MILLION American troops were predicted to die in the fighting; not including the civilian or military Japanese deaths. To put that in perspective, as the casualty projections were laid out for operation downfall, factories produced the estimated number of purple heart medals that would be needed for the invasion (the purple heart is a metal given to any soldier wounded or killed in combat). They made just about one quarter of the total production run before the war ended, the production of the medals ceased. Those medals manufactured during world war two became the stockpile, and ever since then those medals have been given to any American soldier wounded or killed in battle. That stockpile just ran out last year. The decision to bomb Japan saved more lives then were lost in every war from Korea to Iraq 2. EVERY WAR. Second, while the affects of radiation are terrible, before the use of the bombs those affects were unknown - radiation hazards up to that point were limited to a small group of scientists that dealt with lab experiments, not massive explosions. No. If you have read anything about anything concerning The Second World War you will know that the goverment had planned many other alternatives also, postboming Hiroshima and Nagasaki several public debates followed with many prominent scientists of the time - including many of those who were actively involved with the Manhattan Project. I suggest that you look them up. Online US archives have lengthy transcripts and letters. There was a very large number of alternatives for finishing world war two; but nuking Japan proved to be the least costly way to win the war.
  19. Just about any modern graphics card can run RSHD on high settings. If you can post the other specs of your computer (particularly your power supply) or even a model number, I can link you to several possible options.

If a moderator's account were to get taken over, many very bad things could happen very quickly - whole forums worth of posts could be deleted, the forums themselves could be moved/renamed, private staff records could be made public, random bannings could occur etc. Overall, computer security wise moderation duty counts as a "high risk" job and as such a secure computer is required. Don't worry about it too much - in my entire ~2 years as a moderator, I have gotten all of two complaint PM's. Generally speaking, as long as you work fairly people will recognize that and will not bother you.
  21. To add to what DarkDude said, it depends on how many people apply and how long it takes to vet potential applicants. While it has been quite awhile since the last moderator application drive, I vaguely remember that applications were submitted in August/September and (for those accepted) it was sometime in late November/December before they were notified, with security checks, training etc taking another month or two.
  22. I would bet that it is the release name for mechscape. Aside from just sounding like a working title or codename, remember "Stellar Dawn" is obviously sci-fi related, as is mechscape. Since it has already been mentioned that thirdscape is not a sci-fi game, a title like stellar dawn would not make sense. Aside from that, Jagex has only registered names for their large titles, not the smaller games on funorb.
