September 8, 200916 yr Is just to make it possible for the character sitting on the fence to wave with her head. It's because it isn't a real NPC, but rather a piece of decor, so there are some restrictions who make it impossible to let the head shake normally as with an NPC. So they added a second thing (invisible), for the effect, but you can examine it. It's a bit like the restriction around and before HD to let NPCs run, only our characters could do that. Recently, Jagex seems to have found a solution to this, it seems (look at Sigmund during TCC).
