You can use MSPaint. Just select the area you want (the tool which has the picture of a rectangle made of broken lines), copy it, and then click "new". After that, paste it and save it.

Well, to thwart this, you could put the white space size to the smallest it can. So, when you paste an image in there, a message box will pop up asking if you want to enlarge the bitmap. Click "yes" and the bitmap will fit around the image so you won't have any excess white space.
