At least four people have it, Franzk, ElPopo 1, S diamant Y and syzygy. I'm quite sure that a few others have it.

exactly 670702 big bones left for 99 prayer ;) I will update in my blog how many I need for which lvl after i get my 99 mage/smith

P.S. yes I think there are also very few f2p that got 99 prayer, but runecrafting used to be harder to level up than getting money and burying bones ;). Still they are both the 2 toughest f2p skills if you want to level them :)
